Accenture Study Highlights APCD Development as a Top Healthcare Investment Priority for States

An Accenture study of State Health Innovation Plans (SHIPs), released in late 2014, highlight the ability of APCDs to promote transparency as SHIP states move toward a more integrated healthcare system. From the study, "...55 percent of states with SHIP models are making investments in constructing or modifying all payer claims databases to provide access to more stakeholders. Washington uses claims data to identify costs, risk and outcomes for people receiving services across health and human services programs." APCD development has been identified as a top healthcare investment for states.

The U.S. Centers for Medicare and Medicaid Services (CMS) has invested $960 million in the creation of the State Innovation Models initiative to support state-based healthcare transformation. Two rounds of funding were allocated by CMS. The first, an estimated $300 million, was awarded in 2013 for design and testing of projects and, the second, an estimated $660 million, was awarded in 2014 to support state-led efforts to improve delivery systems and payment models across Medicare, Medicaid and the Children's Health Insurance Program (CHIP).
